Are chickens legal to have here?

Ok, i live in Las Vegas in Southern Highlands, Our neighbhor has a tiny chicken coop on the side of there house. It wakes us up every morning around 5. There has to be something wrong about this. We live in the suburbs and there house isnt like a custom home with a large ranch or anything. Can i do anything about this,
