What can I use for a 2 month old infant with nasal congestion?

He can't sleep right and breathing is terrible. We have used vicks rubs and also tried the vicks humidifiers too. Meds are out since they were recalled back in Oct. 2007. We also suction his nose like every hour it seems. His eating is good but lack of sleep and breathing can be scary. Any help?
