What does "All animals are created equal but some are more equal than others" mean?

George Orwell uses the quote, "All animals are created equal but some are more equal than others," in Animal Farm. I know that this story is supposed to resemble the Bolshevik Revolution in Russia in 1917, however I do not know what it the quote, the story's message, means.
