Kids Movie from the 90's?

Ok I can remember a few things about this movie. In the beginning there is a dog (maybe a bet hound) chasing a flying stick. The main gist of the movie is a girl lost in a world where everything is separated by color, there's yellow people, blue people etc. It's a musical and one of the songs is an actual nut in the gr singing "I'm a nut doot doot..." then at the end the girl gets hurt (sprained ankle maybe) and everyone has to come together to help her....any ideas?
