I need advice about a person who lives a few houses down from me he has been causing a lot of trouble in the?

neighborhood we have heard gun shots coming from his property and the house is a well know en drug house the person who Lives there has been with out power and water for over a year the children in the neighborhood are afraid to walk past the house and the elderly are afraid to walk there dogs by the house the owner of the house has warrants out for his arrest but the town of mint hill will not do any thing about him i have contacted the sheriffs dept about the matter and they say that they dont have the man power or the time to serve the warrant the man is a very bad drunk and has dogs that are starving to death because he drinks up every penny he can get he even gose threw the local dumpsters looking for food because all his money gose for booze what can i do to get the warent served and be ride of this s bag
