Should we take measures to counter the outsourcing of our jobs?

I don't exactly want to be protectionist, but if big companies are actually going to take away American jobs and send them to foreign countries, then turn around and still sell to Americans, should we think about introducing tariffs to counter the benefits they got from selling us out?
